As a Tails [0] developer, I would be glad to read what our live system
lacks to fulfill the usecase you are describing.

Tails already mostly supports virtualization, although ease of use
could be improved e.g. by shipping a Portable VirtualBox on the USB
stick; see the dedicated page [1] in our TODO list.
