This mailing list is not filtered through a moderator, which means stuff gets through and abusers of the list get removed after the fact.
Some hate propaganda like that video is so cringeworthy as to make a laughing stock of its creators. If they want to remain anonymous and prevent it from being censored, they can set up a hidden service (aka .onion site) to host it. Instructions are on the torproject.org site:
