You should not need to chmod anything, the TBB was tested on Ubuntu and
should work out of the box.
I am using Lubuntu 13.04. The action taken when you double-click on a
file from the file browser is determined by the configuration of that
file browser. Somehow yours is not recognizing shell scripts. You
might be able to right-click the start-tor-browser file and select "Open
with..." and then type in a command line which would be
/bin/sh %f
or something similar. Another option to try is to rename the file
start-tor-browser.sh which might be enough of a hint to the file browser.
