Yep. These are fine. They're just following the advice at
http://wiki.noreply.org/noreply/TheOnionRouter/TorFAQ#ServerForFirewalledClients
for people who want to advertise ports 80 and 443 without actually
needing local privileges to bind them directly.

In the case of lefkada, it actually offers Tor data if you ask it
correctly (e.g. http://lefkada.eecs.harvard.edu/tor/status/authority)
but it's an ordinary apache too. Setting this up is also described in
the FAQ entry above.
