I think that this really blocks Tor. Tor currently uses IP addresses to connect to other nodes, if you're behind a proxy that disallows such connections, Tor will be effectively blocked. I see the possible solution of a proxy chain or a tunnel to a server without using it's IP address directly.

Have you tried such an approach?
