Something you wrote earlier just reminded me:

"With BandwidthRate 20000 and BandwidthBurst 21000 set"

That's in Bytes, not KB, not MB.   So you set a BWRate of 20KB/s.  Which
yes, should be around 160 Kb/s average.  If you disable HWAccel, does
bandwidth usage increase?

I disabled it early this morning around 5. (CET)
I see no change yet.
This can be inline with teh observation that the hardware wasn't used, according to the logging.

So we have several issues:

- Low traffic
- 'HardwareAccel 1' appears to have no effect
- Disabling HardwareAccel doesn't change this
