attempt from Taiwan to connect to my privoxy port

The vast majority of illegitimate connection attempts blocked by pf on
my system come from mainland China. Many are for ports 22 (ssh) and 23
(telnet), but they are often for other ports, too, many unregistered. A bit
over a half hour ago, a new twist was logged:

2009-12-14 14:38:42.962522 rule 6.logscanners.0/0(match): block in on bge0: 60.244.101.74.12200 > 98.227.217.160.8118: [|tcp]

Are other tor users seeing connection attempts to their privoxy ports from
machines in other places?
