According to Genjix, who is not affiliated with slur.io, the service is
based on Paypub.  You can read more about the program in Wired:

Genjix's description reads a lot less fascist than the psychopath blurb
on slur.io.  E.g., in the EXPLANATION file, lines 19 and up:

"Now in order to keep the leaker honest, before the initial release he
announces a block height (in the future) at which he will unlock some
chunks.
These chunks are chosen based off the block hash at that height.
By preannouncing sufficiently in advance, and giving a reasonable number
of chunks to make public (say 20%), then 20% are chosen randomly using a
provably fair system (the Bitcoin blockchain) and released.

People can now vet the released chunks, pass their own judgement and
decide whether to start bidding on the remaining chunks to unlock them."

This is actually far from stupid, but I still disagree on the
commoditization of the leaks, the blackmailing (either way), and the
opportunity for the leaked party to buy silence--which is, it must be
noted, exactly what is actually going on in the current system, where
(self-)authorized parties decide what the public can read or not, and
especially when it can read it, making the leaks a flare in the dark sky
of military-corporate-criminal worldwide activity.

Because the technology allows it is not a necessary nor sufficient
condition for it to be a valid thing to do.  That logic is despicable,
and participates of a sociopathic approach to society that is at the
heart why populations still consent of being slaves to such terrible
systems of power.

Will the psychopaths prey on the sociopaths and brings them down faster
with such an information market?  I don't think so, but I surely can
imagine some nasty chaos before this thing stabilizes into some
sociopath playground for preying on each other with lesser second-hand
secrets while keeping the public away from the important stuff.

Will it change how we think about leaks?  I guess it already has.
