That error ist quite usual, I have this nearly all the times I try to use
google with tor. But I don't think Google targets tor specifically. Probably
many tor exit nodes just produce to many requests for google.
BTW: The are alternatives to google, which are in my view better because they
store their logs only 2 days:

https://ssl.scroogle.org/
There may be more, but these are most often used by me.
