Do your logs indicate that Tor successfully established circuits in the
first place? Does your Tor work for reaching other sites?

Assuming yes, you can set "Safelogging 0" in your torrc to have Tor say
something more useful than [scrubbed]. In that case my guess is that
your destination is actually unreachable for the past week.

If your Tor doesn't work for other things, then you can focus on that, e.g.
