How do you do all this please?

I am not a Tor expert. For the moment I just know how to request new
identity (from the the FAQ). I don't know what is "consensus" or
"MAPADDRESS" or "exitlist parsers". I guess I am searching the wrong
way too as I don't find much clear info on this.
