I don't get why this is true:

one organisation tries to do this though then the overall quantity of
circuits controlled by any organisation drops."

If one organization does this, how does that have any affect the next?
And if it has no affect and many orgs are doing it the number of controlled circuits increases.
I think I'm missing something
