Why does it matter at all what any government likes or does not like if they
are unable to enforce it?

If Tor is vulnerable to government laws, then Tor needs to be more immune to
such things.

Some questions:
Would this apply to only nodes operating in that region or would it make Tor
users criminals if they get caught using Tor?
