I'm not a lawyer, my understanding of the bill may be wrong.

It does not criminalize usage of network censorship circumvention
methods for citizens.  Operators of any nodes (Bridges, Relays, Exits)
reachable from Russia are subject for the bill, but I see no penalties
for non-complying operators besides network ban of corresponding nodes.

On the other hand, the bill is quite vague, so I consider that
"operator" may as broad as Google Play, Apple Store, every Linux distro
mirror and software downloads website because of distributing censorship
circumvention tools.
