[tor-talk] Tor connection spike from Finland

Hi all,

I noticed that Tor metrics estimate of directly connecting users from
Finland spiked from 10 000 to over 25 000.

https://metrics.torproject.org/userstats-relay-country.html?start=2017-05-08&end=2018-05-08&country=fi&events=off

As we can see, the number of connections from Finland has been very stable
10 000 before that.

Any ideas what happened around 2018-04-26 - 2018-04-28?
