Oh yes, restarting does break the link, I just wondered how the link persisted after a name change. Perhaps this is a normal feature of OSX, I'm no expert.

Secondly, does sending a USR2 signal to Tor 0.2.0.31 (r16744) switch on debug level logging as stated in the manual? I've tried it and it seems not to work - except I got some debug-level entries after I sent a shutdown signal.
