The Windows TBB doesn't set the ports to auto, since too many crappy
Windows antivirus tools freak out when a program asks the OS to select
what port it will bind to. So Windows TBB users have 9050 and 9051
by default.

There is a tiny difference: see point 1 at

But it shouldn't matter much.

I'm guessing you're looking at outbound connections, not listener
connections, in whatever 'network monitor' this is.
