I recently had a similar issue after my ISP reset the firewall in the
Modem.  That stopped my relay until I restored the pinholes in the
firewall.  I don't think that would have affected normal browsing access
however.  You do not specify whether you are using TBB. 

Additionally, I have a Ubuntu 12.04 machine which just broke it's
network service such that DHCP fails to receive an IP address from my
network server.  Your Ubuntu may be broken.  As  intrigeri suggested,
try using Tails.
