The "Clone and install" feature of Tails Installer is what you want:

    https://tails.boum.org/doc/first_steps/installation/

Then, once you've got *one* properly installed stick, you can use it
as a duplication source for a hardware USB stick duplicator, or for
cat/dd, or use Tails Installer again.
