It is best if you hunt down a provider yourself, otherwise we clump
together a lot of relays on relatively few providers. lowendbox.com is a
good address for cheap offers. Use compass.torproject.org to check if
the provider has already attracted relays, and ideally put country into
account.
For a non-exit relay, I would not bother asking the provider for
permission. Be careful with "unlimited bandwidth" offers: Either ask
before how much traffic they expect you to push as a maximum per month,
or start with a reasonable figure (5-10Mbit/s).
With a $10 monthly paid VPS, if they end up kicking you, you lose $10 at
most.
