These are probably reachability testing for Tor relays that configured
themselves with weird IP addresses.

For the most part they will realize that they're not reachable, and not
even try to publish their descriptors to the directory.

For those that do publish, the directory authorities will find them
unreachable, and not give them the Running flag. So clients will ignore
them.
