I was seeing these symptoms on my Raspberry Pi, much less frequently,
months ago - I shut it down for a couple months because I couldn't
figure out how to stop it killing my router.  I'm still not convinced
this wasn't early testing, which I could "see" because I'm running a
relay with low resources.
