Either create it manually by using a surface, appropriate events and
tests or use one of the GUI toolkits, that are available for pygame. The
current major ones that exists, are pgu[0] and ocempgui[1]. There are
several others, too, but the first two seem to serve the most features
and broadest range of different user inteface elements.

Someone spent some time on testing several toolkits[2], so this might be
another interesting source for you.
