Google Code will let you add downloadable files.

Just a shame it's SVN. I prefer git and Github.

Github have a little feature called Github pages ( http://github.com/blog/272-github-pages ) that will let you create a mini website in your repo, you could just throw a file in there, link it, and it would work fine as a download. :)
