[pygame] New Windows Installer

ok, i've repackaged the full windows package to include the missing
smpeg.dll. i've also gone and added a full windows graphical installer
to the package.

this is now working very well on my system, but i'm not sure
it's gonna be 100% for everyone. i'm hoping all you windows
users can download and try it out. i'm planning all future
releases to simply use an installer like this, instead of the
full win32 zip download.
(installing from the DOS shell a bit foreign to many users)

also, the code in this package is from todays current cvs, so
it's a bit newer than the real 0.5 release. (it is sadly named
0.5b)

anyways, here's where you can find the new package. do report
anything strange that comes up. otherwise this is the same
way i'll do the installer for the next full release.
