What? What do you mean "a frame around the Python official site"?
There is no frame... ppython.com stands for "Practical Python" -- the
.com ending should make it clear that this domain is registered with
commercial intent. It has nothing to do with python.org -- no more
than python.com, for example.

If you like it better, please use the URL
http://hetland.org/writing/practical-python -- that's what ppython.com
forwards you to anyway.

I don't understand the problem here. I just gave you a URL to a Web
page describing my book. What you mean by "what this mean" is a bit
unclear to me.
