I concur. I often use the Gimp for pixel art for games-- although I have 
always found the lack of keyboard-based palette navigation to be a 
weakness. This is hopefully going to be fixed in a future release, see: 
http://bugzilla.gnome.org/show_bug.cgi?id=130123
