[pygame] Google Summer of Code participation

Hi,

are we going to participate on the GSoC this year? If so, do we want to
try to apply as own organisation once more or try to get some slots from
the PSF?

I'm up for mentoring again, as last year's experience was pretty cool
and I guess this year's outcome could become as good.

If we want to apply as own organisation once more, we have to do this
until Friday, the 13th.
