[pygame] Scrolling Background

Hi, 

I'm looking to rewrite an old game I wrote in Pascal. It's
a 2d aircraft shooter, similar to Bombers(.py) but with a
side scrolling background. I haven't come across any
examples of this at all and was wondering if this is...

1 > Possible with Pygame
2 > If it is, how to actually get the background to scroll
3 > If Pygame would achieve a high enough FPS rate
