[pygame] new artistic tutorial

here's a little heads up. you likely know there is a small
list of decent links in the pygame links section.

i've just added the first "artistic" / "non-programming" link
to the mix, and i think it's excellent. it's titled "So You
Want to be a Pixel Artist". and even if you can't draw a lick,
you should go through this and understand the concepts if you're
doing the artwork for your own game.

and feel free to send me links to any good/relevent sites
you find out there. i'd like to keep the list of links nice
and reasonable, not become the mother of all gaming links pages.
