There may be something wrong with your file, even though other apps can 
play it, they're just more fault-tolerant than SDL... I had a bunch of 
mp3 which I couldn't play with the python Snack Toolkit which 
pygame.sound played fine... and some wave files SDL couldn't play which 
played nicely on winamp.
If you keep having problems with the same samples, try opening them in a 
wave editor and saving them as-is, this might get rid of non-standard 
stuff in the file (apps like soundforge often append text at the 
beginning or end of the file, which result in not-so-standard .wav 
files)
