The 2 main reasons I have seen for the adoption of FOSS relate to points 1 and 4

1.      lower cost of ownership

Community Educators see it as a way to extend the life of their hardware.  They update their Linux server box and run their "superseded" networked PCs until they are irretrievably dead.

4.      number of qualified technical personnel advocating FOSS who have
relationships with people in other organizations who have adopted FOSS and
participate in the communities supporting FOS

Usually the shift to FOSS is driven by in-house "Linux zealots" (are there any Linux users who aren't zealots) who source and support the software - usually putting in a lot of their own time.  This is great while they are around but they leave very big shoes to fill when they go.  Never take these people for granted.
