I agree with Tony's comments.   FOSS has a lot going for it but it is not a simple solution.  Any IT implimentation requires a change management process and FOSS applications are no differerent.  

Like most things in life, to get the job done you need either time or money.  If you have money you can buy a recognised commercial application like WebCT or Saba.  If don't have the money to pay upfront, then you have to make the time to develop the in-house knowledge and skills to manage and support a FOSS solution.  In a sense it is a step back to the recent past where IT departments were staffed by people who could tweak and customise the basic code of the system.  The expectation now is for off the self solutions that come bundled with warentees and expert support.

Have said this Linux server software is now widely implimented and well understood in the wider IT sector.  It may be that key FOSS LMS applications will gradually gain the same acceptance, but think its still too early to judge which LMS applications will gain this level of recognition.
