   Two popular programs to do this are majordomo and MailMan.  They're 
included with most GNU/Linux distributions.  If yours doesn't include either 
just do search and Google or Freshmeat.net will turn them up.

   My preference in dealing with a lot of clueless end users is MailMan, as 
it has a slick web interface in addition to the mail interface.
