"Best" is probably a match between your needs and the capabilities of the
various systems, but I suggest you check out the intranet and courseware
categories at http://richtech.ca/seul/

I encourage you to also check out the software system our group has been
developing called shadow networkspace (sns). You can learn more about it,
get a trial account or download it at at sns.internetschols.org

If you follow the research link you can also find an article some of our
grad students did about systems similar to sns....it is a little dated now,
but you might find it helpful.
