I would promote this issue to be point #4 in the list Les made.

I am working with several schools that have, for a variety of reasons 
(old/donated hardware, uneven support), had non-reliable technology 
systems. This has created a culture of 'what is the point - it never 
works'.   I am finding we have to undo that long term damage before we 
can even begin the discussion about computer-student ratios or Open 
Source software.
