This is close to our concept of membership, I think.  Your #3 comes
closest, except that the "fee" would be the committment to work actively
toward furthering Free/Open resources in education, and the "goods or
services" would be the coordination of effortw with other
similarly-inclined groups.

I think for our purposes, we're thinking of "supporter" as one who
agrees with the espoused principles of the organization, with no
contribution being required.
