That's a judgement call, I think. I don't consider SEUL a member of
Schoolforge; rather, SEUL/edu (the educational subproject of SEUL) is a
member. In this case, GEO would also qualify for Schoolforge
membership. SEUL is loosly organized, so SEUL-member projects have
almost total freedom to manage themselves. In a parent organization
that exercises closer oversight on its subprojects, parent membership
probably would include the subprojects too.
