I suspect the K12 name is probably just a cultural distinction.  At it's
heart, K12Admin is just a tool that allows school staff to administer
accounts for students and staff at a school.

As far as double-byte characters, I do not know.  I suspect that it should
work.  If you wouldn't mind testing it for me, log in to k12admin as
chineseteacher with demopass as the password (anybody noticing a pattern
here?) and enter a translation for something from the main menu ("Create
Accounts" or "Select a Different School") and then click the submit
button.  When you return to the main menu, your translations should appear
in place of the english text.
