Yes, you are both right. The general convention for an "external" (i.e., offsite) link is protocol://whatever.com/
where protocol is http, https, ftp, etc. Otherwise the link is considered "relative" to the site you are currently on (or whatever the base href is).

These get read by my browser as relative links and try (but fail, of course)

<http://cleag.tripod.com/www.linuxforkids.com>http://cleag.tripod.com/www.linuxforkids.com respectively.

I think it needs to read:

success stories" that get mentioned here from time to time. You might want
to check the list archives and add them to your page.
