I'm not sure how applicable any of these links are, but take a look
at them:

http://www.linuxjournal.com/article.php?sid=5817
http://www.hut.fi/Misc/Electronics/circuits/vga2tv/
(If you convert VGA to TV, you should be able to use any slide
program, like MagicPoint, instead of a specific character generator)

http://www.corba.org/industries/publish/twc.htm
(If you contact The Weather Channel, they might be willing to
help you)
http://www.2d3.com/2d3/products/boujou.shtml
http://www.streamingmediaworld.com/video/reviews/playtv/index2.html
http://effectv.sourceforge.net/
http://freshmeat.net/search/?q=TV+&section=projects
(This probably gets a bunch of stuff that isn't useful to you,
but it's worth looking through)
