This list is private for the leaders. only the leaders can post and read..

No only the members of the list can post..

There is not way to do this with MajorDomo unless we set up and maintain a
second mailgroup that relays the posts from the leaders group. or relay
the posts from the leaders group onto the seul-project group. (BAD IDEAS
because thay will cause lots of bounced mail to me when people post in
the second group.

No there is no way to distinguish between the two curently. 
There are a few reasons to keep the seul- prefix one of which is at some
time we may want to or need to have splinter groups not directly connected
to seul.. it also makes it easyer for me to maintain the lists..
