CGI broken on cran

Sorry for the inconvenience.

Until I fix this stupid bug, cgi's aren't going to work on cran.
This affects majordomo.cgi, which I've moved over to belegost so
you shouldn't see any problems.

If you have html in your webpages that has 
form=cvs.seul.org/cgi-bin/majordomo.cgi
change it to www rather than cvs.

Sorry for the disturbance, and cvsweb for the gEDA project is still
down. (Oops.) Working on it.
