SGML-tools will export to plain text, LaTeX, man, and HTML. It can also
format to print in dvi, and PostScript.

It could use a bit of work as far as formatting the output, but is quite
servicable. The tagging is very similar to HTML. Plus, it is already being
used for Linux Docs.
