Sure do.  What happens if the user re-installs Winblows?  They loose lilo and
the ability to boot Linux without changing active part or booting from a rescue
flop.  The rescue flop is needed to fix files etc.

The user is eventually going to get adventurous.  This means that they may
alter some file executed at boot that locks them out for one reason or another.
 The only way to fix it is to use the rescue flop or partition and edit their
goof.
