The main section is free but Debian also has a non-free section and a
contrib section.  Contrib in the debian sense is different than the Red
Hat sense.  Debian contrib are packages that are free but depend on
something in non-free.

Example, pine is in non-free, so is xv and compress.  Debian has no
problem with commercial software, it just can not be made a part of the
main distribution.  

In order for COAS to be a part of teh main distribution and its default
admin tool, it must be free, Qt prevents it from being free so it must go
in non-free which prevents it from being the default.
