SEUL: Re: OSS Interop Q&A

I've made these changes, as well as s/Olsen/Olson/ and put a footer
on it with a mailto for Dana and link to the seul frontpage.

I've put links to it from www.seul.org and from www.seul.org/whatsnew/
so we should be ready now. I'll announce on seul-announce (770 members)
this evening, and from there it'll wind its way to Linuxtoday/etc.

We might continue to frob the header until we think it looks perfect,
but the content should be set now. :)
