Government grants might be a very good idea if you could talk them into
it. Perhaps the National Science Foundation (NSF) would be the people
to talk to. They funded my university's Internet connection and some
student work-study guys (including me) to work on it.
I'm normally opposed to government spending and getting them involved in
things, but this has merit. Open source educational software could save
taxpayers MILLIONS, easily. So if they donate a million or so (which
would go a LONG ways!) that would be a very good deal.
