#6688: HTTPS Everywhere 2.2.1 breaks Google Toolbar Search predictions

Comment(by cypherpunks):
Also, I thought maybe I could just create a modified version of the Google
Search ruleset that is affecting this... The new ruleset works great; but
I cannot permanently disable the old Google Search ruleset that is built
into HTTP Everywhere. What I did was to copy the built in Google Search
ruleset, change the name of it, then add an exclusion so the Google
Toolbar would work properly again. The new ruleset works fine; but the
old ruleset for "Google Search" still blocks the Google toolbar from
working. When I disable the old built in version, everything is fine.
But whenever I have to reboot Firefox, the old built in Google Search
ruleset is automatically reenabled. There is no way for me to permanently
disable it. After disabling it, I have checked in prefs.js after shutting
down Firefox, and the setting for extensions.https_everywhere.Google
Search is set to false. Once Firefox is restarted, though, it is
immediately set to true and the ruleset is reenabled. This seems to be
another bug as there is no way to disable this ruleset; except for the
current session only.
