Can't say but it is possible yes.

I've created the high level parent ticket for all this tor2web mess in
#24962. I've then created a ticket for HSDir and Intro (#24963 and #24964
respectively).
I've make #17945 a child of this #24962 parent ticket as well.
Lets put everything we got into that parent related to "Stop tor2web
directly connecting to relays".
